Goto the GTA 4 folder and right click on the GTA IV.EXE than click on Properties, Compatibility and check the box that Disable Full Screen Optimization. This solved it for me. Also added the in the root of the GTA 4 folder with the following value "-availablevidmem 3000.0" Where the number is the size of the video memory

Removemodded game files. Go to the library and find GTA Trilogy, or Directly go to the installation directory of the game. Right click on it and then manage and then browse local files. Right-click on the .exe file and select Properties from the context menu. Now check disable full-screen optimization.
DependencyWalker showed me that I was missing 3 DLLs. After downloading the DLLs from the web and copying them into my GTA IV folder (in my case F:\Steam\SteamApps\common\grand theft auto iv\GTAIV\) the game didn't crash any more. If it still crashes in your case run Dependency Walker again on GTAIV.exe. Sometimes DLLs require other DLLs.
